The South Los Angeles Animal Care Center may have been built at the cost of underpaid workers. In 2009, the city of Los Angeles agreed to a $ 9.5 million contract with Mackone Development to build the center. However, Mackone Development and many sub-contractors are now facing an overtime lawsuit alleging that more than $250,000 in wages were stolen by the defendants. The suit also claims that the defendants harassed their workers. This harassment may have been perpetrated to cover up the underpaid wages.
Standard wages at the time were 45 to 49 dollars an hour but were reportedly paid at only 5 to 8 dollars an hour.
